Thugs are easy enemies to beat and give you a decent chunk of experience. It isn't a huge amount, but you'll be able to defeat a lot of them quickly and start levelling up your Champions. Once you start seeing diminishing returns from defeating Thugs, it is time to move on to the Sand Chunin.
