The first opportunity to upgrade your Healing Potions in Diablo 4 comes at Level 10. When you ding Level 10, you will get a Priority Quest to speak with Veroka, an alchemist in Kyovashad, the capital of the Fractured Peaks. Visit Veroka to increase the potency of your Healing Potion - for a cost.

Every ten or so levels, you can revisit Veroka to further upgrade your Healing Potions. Each upgrade boosts the amount of Life the Healing Potion restores upon use. However, the greater the upgrade, the more materials Veroka will need to fulfil your order.
